
Collecting your house keys is an exciting milestone for any homeowner in Singapore. Whether you are moving into a BTO flat, resale HDB, or new home, there are several important administrative steps you must complete before and during key collection.

Before renovation works or moving in, you must activate your SP utilities account.
You may choose any of the following methods:
Option 1: Online Application

Go to Utilities Services
Select Open Utilities
Option 3: On Key Collection Day
Visit HDB Hub, Level 9 β SP Counter
You will be prompted to select an activation date
An SP technician will visit your unit to check the meters
You do not need to be present during the meter inspection

If you are taking an HDB loan or bank loan, purchasing Fire Insurance is mandatory.
Set the policy start date as your key collection date
You may also purchase Home Insurance for wider coverage (renovation works, contents, liability)

β οΈ Important Reminder
Do not buy insurance on the actual key collection day.
Insurance documents may not be issued in time, and HDB may withhold key release if proof of insurance is unavailable.

First month S&CC must be paid during the appointment
Payment mode: NETS
Subsequent monthly payments must be made by the homeowner via:
AXS machines
Online payment platforms
Town Council: Choa Chu Kang Town Council
Town Council Reference Number:
Refer to your Key Collection Letter, under βSch-Acc No.β
Format: xxxx-xxxx-x-xx (unique to your unit)
If unavailable, you may contact Choa Chu Kang Town Council directly to retrieve the reference number.

To avoid monthly manual payments, homeowners are encouraged to set up GIRO or recurring credit card payments.
